Research into an independent post-quantum Layer 1 received 93.52% of voting power in Starknet’s nonbinding poll, while StarkWare abstained.

The result supports research only; it does not change Starknet’s current status as an Ethereum Layer 2. More than 2,800 wallets participated during the poll’s seven-day run.

Starknet’s governance materials cite Ethereum’s role in securing the network’s bridge and data availability as a reason to consider an independent Layer 1. They also say Starknet’s hash-based STARK proofs and programmable accounts can support post-quantum signatures without a core protocol upgrade. The proposal’s background is covered in Starknet holders weigh research into an independent post-quantum Layer 1.

Any transition proposal would return to governance after research and design work. The poll itself did not authorize a migration.
