President Donald Trump’s special envoy Steve Witkoff will travel to Oslo on Tuesday for talks with Ukrainian President Volodymyr Zelenskyy, bringing U.S. participation to another diplomatic meeting on Russia’s war in Ukraine.

The Norwegian government said Ukraine asked Witkoff and U.S. envoy Jared Kushner to take part. Kushner will join remotely. Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre will also attend. Støre said he hoped the meeting would help advance diplomacy.

The meeting follows diplomatic discussions in several countries, Norway said. Zelenskyy had earlier raised the possibility of meeting Witkoff and Kushner in Norway as Washington pursued negotiations over the war, which began with Russia’s 2022 invasion.

Representatives of Britain, France, Germany and Poland, as well as the European Union and NATO, are expected to participate, Axios reported, citing a U.S. official. The official said Witkoff planned to travel to Russia afterward and hoped to meet Russian President Vladimir Putin.

Norway has scheduled a joint news conference with Zelenskyy, Stubb and Støre after the talks.
