Democratic Republic of the Congo President Félix Tshisekedi called on Russia to support U.N. demands for Rwanda to withdraw its forces from eastern Congo, making the appeal at the Russia-Africa summit in Moscow.

The request concerned Security Council Resolutions 2773 and 2808. Adopted Dec. 19, 2025, Resolution 2808 sets obligations for both militaries: Rwanda Defence Forces must leave Congolese territory and cease backing M23, while Congolese forces must end assistance to the FDLR and continue efforts to neutralize the group.

The Security Council described eastern Congo’s security and humanitarian crisis as rapidly deteriorating.

Radio Okapi reported, citing the Congolese Presidency’s communications cell, that Tshisekedi reaffirmed his government’s diplomatic efforts through the Washington and Doha processes.
