The U.N. Security Council unanimously adopted Greece's resolution Monday, Oct. 19, calling for better domestic compliance with existing international-law duties to prevent and end abuses against children in armed conflicts involving digital technology.

The text covers violations and abuses committed through digital tools, along with cases in which technology facilitates or amplifies them. It also promotes digital literacy so children can spot online risks and help prevent abuse.

Before the vote, Aglaia Balta, Greece’s permanent representative to the United Nations, said protections should apply regardless of the method used. “Recruitment through a smartphone is still recruitment,” Balta said.

Greece led the U.N. Working Group on Children and Armed Conflict as chair in 2025. Balta called the resolution an opening step as digital technology changes children’s lives.
