UN monitors verified at least 328 civilian deaths and 2,105 injuries in Ukraine in September 2026, an 85% rise from September 2025 and the highest September toll since Russia's full-scale invasion began.
The United Nations Human Rights Monitoring Mission in Ukraine said it documented casualties in 22 regions and Kyiv. The capital had the highest total, with 32 killed and 340 injured; monitors recorded casualties there on 22 of the month's 30 days.
Long-range missiles and drones were linked to 1,284 casualties: 165 deaths and 1,119 injuries, or 53% of the monthly total. Short-range drones caused 562 casualties, including 87 deaths and 475 injuries, accounting for 23%.
Across the first nine months of 2026, the mission recorded 2,570 civilian deaths and 15,211 injuries. The combined figure was 59% higher than for January through September 2025 and more than twice the January-September 2024 total.
The mission counts cases that meet its “reasonable grounds to believe” threshold. It said actual harm was likely greater because some areas were inaccessible, and the figures may change as more information is verified. The tally included 18 deaths and 44 injuries in Russian-occupied Ukrainian territory.
A separate U.N. Commission of Inquiry examined short-range drone attacks in Dnipropetrovsk, Kherson and Mykolaiv regions in an October 2025 report. The inquiry covered more than 300 kilometers along the Dnipro River's right bank. It found that Russian military units deliberately targeted civilians and civilian objects, and concluded the documented campaign constituted crimes against humanity, including murder and forcible transfer. Those findings concern that campaign, not every casualty in the September nationwide count.
The mission also reported a resumption of coordinated Russian attacks on electricity and heating systems. Strikes on Sept. 30 damaged power facilities in Kyiv and three regions, causing emergency outages.
The Associated Press reported Oct. 22 that technical talks involving the United States, Russia and Ukraine were expected after Nov. 10. Its report said no specific date had been set.
