The United Nations High Commissioner for Refugees (UNHCR) is seeking at least $50 million for 2026-27 winter assistance as an estimated nine million people in four countries need help amid funding shortfalls and rising costs.

The appeal names Afghanistan, Ukraine, Syria and Lebanon. The nine million figure estimates how many people may need extra winter assistance; the $50 million is a fundraising target, not a promise to assist everyone counted.

UNHCR is seeking donations from individuals and private-sector donors to support displaced people and host communities. The agency cites declining budgets and gaps in humanitarian funding as constraints on aid. Higher energy and food prices are also adding to household expenses.

For Ukraine, UNHCR says the approaching winter will be the fifth during the full-scale war.
