Vietnam’s government has proposed at least 10% GDP growth in 2027, advancing a five-year ambition as a parliamentary committee cites investment constraints and risks to sustaining the expansion.

Prime Minister Le Minh Hung presented the plan to the National Assembly on Oct. 17. For 2027, it sets GDP per capita at $6,100 and calls for average labor productivity to rise 8.6%. It also targets consumer price inflation of around 4.5%.

Despite rapid growth, the economy’s foundation remains fragile, the National Assembly’s Economic and Financial Committee said. Private investment accounted for 53% of total investment and grew 14% in January through September 2026, trailing the other two investment sectors, the committee said. It also cited dependence on foreign-invested exporters and limited domestic supporting industries.

The General Statistics Office put January-September GDP growth at an estimated 9.01% from a year earlier, with the third quarter up 9.95%. Its figures showed that the consumer price index averaged 4.52% above its year-earlier level during those nine months.

The statistics office also reported a $19.42 billion goods trade deficit for the period. Imports rose 36.7% from a year earlier, compared with 24.5% growth in exports.

To fund development, the government proposes bonds, official development assistance (ODA) loans, private investment and reinvestment by foreign-invested companies. It wants more credit directed to production, exports, technology and small and medium-sized businesses. The plan also seeks to raise state budget revenue by about 9.1% in 2027 from the estimated 2026 result.

The committee urged preparations for prolonged high energy prices and inflation pressure if tax and fee support measures change. The 2027 proposal follows the National Assembly’s April approval of a goal to average at least 10% annual GDP growth from 2026 through 2030.

Lawmakers are due to decide the 2027 socioeconomic development plan during their current session, which is expected to end Nov. 21.
