Vietnam’s National Assembly approved a 2027 plan targeting GDP growth of at least 10%, while aiming to keep consumer-price growth near 4.5% as officials pursue expansion alongside economic stability.

The vote passed Saturday, Nov. 7, with 467 of the 469 deputies present in favor. The Vietnam News Agency (VNA) reported that the adopted plan also sets per-capita GDP at about US$6,100 and average consumer price index (CPI) growth at around 4.5%.

VNA reported that the resolution sets a 12.2% growth goal for industry and construction, including 12.3% for manufacturing and processing. It targets services growth of about 9.8% and growth of 3.8% for agriculture, forestry and fisheries.

The resolution directs government agencies to translate the national target into tasks for sectors and localities and coordinate fiscal and monetary policies, according to the official government announcement. It calls for stronger budget revenue and saving on recurrent spending, with bonds and official development assistance among the financing channels. The resolution also urges lower lending rates and credit directed toward production and priority sectors.

The government’s earlier proposal set GDP growth at at least 10% and called for CPI growth to remain below 4.5%, according to its report to the National Assembly. VNA’s account of the adopted plan describes average CPI growth of around 4.5%. EconoTimes previously covered the proposal for a 10% growth target in 2027.

VNA said officials linked the 2027 push to carrying out priorities adopted at the 14th National Party Congress. The government aims to spread growth gains among regions and population groups, the agency reported. VNA also said higher costs for energy, raw materials and transport, along with uncertainty in overseas monetary policy, are expected to complicate domestic economic management.

VnEconomy reported that the Ministry of Finance, other ministries and local authorities will draft a government resolution to implement the 2027 plan. The forthcoming resolution will assign tasks and measures for implementing the approved plan.
