XRP Ledger Lending Amendments Fall Short of Validator Threshold

A separate cleanup fix held 29 of 35 trusted validator votes, enough to keep its approval period on course to end Oct. 23 if support holds.

Three amendments needed to bring lending to the XRP Ledger lacked the validator support required to begin their two-week approval periods on Oct. 19, leaving the proposed protocol without a confirmed Mainnet activation date.

At 10 a.m. ET (14:00 UTC), SingleAssetVault had 21 votes among 35 trusted validators. LendingProtocol and LendingProtocolV1_1 each had 19. Each needs 29 votes to start its approval period; support from more than 80% of trusted validators must then hold for two weeks.

Draft XLS-0066 envisions vaults supplying pooled funds for fixed-term borrowing without collateral. Borrower assessments would take place offchain, while optional first-loss capital is intended to absorb some losses from defaults.

The separate fixCleanup3_4_0 amendment had 29 votes at the same check. Its changes cover vault transaction rounding, the timing of late and defaulted loan classifications, delegated PaymentBurn permissions, and controls involving automated market makers and escrow. Approval of the fix alone would leave the lending amendments pending.

The votes also matter for Clearpool’s planned institutional lending on the XRP Ledger, which depends on the required protocol changes.

The cleanup fix has no spare supporting vote while the trusted validator total remains at 35: a drop below 29 would restart its approval period. If support holds, that period is scheduled to end at 5:34 a.m. ET (09:34 UTC) Oct. 23, with activation at a later ledger checkpoint.
