Nigeria’s Presidential Implementation Committee on Technology Transfer (PICTT) has yet to assess funding needs for a farm climate adaptation framework, even as YAPU Solutions estimates annual investment potential at up to $30 billion.
At an Oct. 20 workshop in Abuja, PICTT and YAPU discussed a proposed framework for identifying agricultural activities eligible for adaptation finance. YAPU Solutions Managing Director Christoph Jungfleisch said the potential investment concerns smallholder farmers. His $30 billion figure is an unverified estimate; its methodology is unverified, and the money has not been committed.
Jungfleisch also outlined a possible pilot of $100 million to $200 million and a first expansion target of $1 billion, the News Agency of Nigeria reported. He described both amounts as goals rather than secured financing. No pilot start date was announced.
The proposed farm framework sits alongside Nigeria’s broader sustainable finance taxonomy, which is intended to classify investments against defined sustainability criteria. The Integrated National Financing Framework Facility said consultations in July 2026 brought that national taxonomy closer to finalization.
The United Nations Development Programme (UNDP) scheduled its taxonomy project for March 2025 to March 2026. Its stated aims were to validate investment criteria and identify a pipeline of eligible projects. The project’s $500,000 budget covered taxonomy development, separate from the financing Jungfleisch proposed for farmers. UNDP cites South Africa’s 2022 green finance taxonomy as a regional precedent.
WorldFish Nigeria representative Charles Nyangbe said financing should reflect drought risks in the north and flooding and waterlogging in the south. He urged coverage for livestock, fisheries and aquaculture alongside crops. His proposals included public guarantees, blended finance and index-based insurance to encourage lending.
PICTT Chairman Dahiru Muhammed said the committee had not put a figure on financing needs. It was still shaping the proposed framework and identifying partners to carry it out.
