Zelenskiy Sends Peace Plan to U.S., Warns of New Russian Mobilisation

President Volodymyr Zelenskiy said Ukraine has submitted new proposals to U.S. negotiators aimed at ending the war with Russia, while warning that Moscow could use its September parliamentary election as a justification for another military mobilisation.

In a video address on Tuesday, Zelenskiy said Kyiv had formally shared its proposals with the American side but did not disclose specific details. He urged the United States to strengthen Ukraine’s air defenses and increase pressure on Russia to pursue an end to the conflict rather than prolonging the fighting.

“We have conveyed our proposals to the American side,” Zelenskiy said, adding that stronger U.S. support could help Ukraine defend itself and encourage Moscow to change its approach.

Peace negotiations between Russia and Ukraine have largely stalled. U.S. negotiators Steve Witkoff and Jared Kushner last visited Moscow in January and have yet to travel to Kyiv. Ukraine has repeatedly called for a ceasefire after nearly four and a half years of war.

Russia has said it wants a settlement but insists that any agreement must address what it calls the conflict’s “root causes” and require Ukraine to surrender four regions claimed by Moscow.

Zelenskiy also claimed Ukrainian intelligence indicates Russia is preparing for a new mobilisation after its September parliamentary election. He alleged that Moscow could call up several hundred thousand additional troops by the end of 2026, followed by another large mobilisation the following year.

According to Zelenskiy, the move would be presented as public support for the war while expanding Russia’s military manpower beyond its existing recruitment of contract soldiers.

Russia has not confirmed plans for a new mobilisation. Former President Dmitry Medvedev said last month that another mobilisation was unnecessary, citing 200,000 volunteers who signed military contracts during the first half of 2026.

The Kremlin-backed United Russia party and other pro-government parties are expected to retain control of parliament. Russia’s Supreme Court also recently barred the liberal Yabloko party from participating in the election.
