Ukrainian President Volodymyr Zelenskyy proposed a possible leaders-level meeting as U.S. special envoy Steve Witkoff prepared to carry Ukraine-backed ideas to Russian officials, Norway’s prime minister said.

Norwegian Prime Minister Jonas Gahr Støre said Oct. 20 that Witkoff was due in St. Petersburg the next day with proposals developed by Ukraine, European partners and the United States. Støre said the contacts could help prepare talks among national leaders. The official statements give no date for such a meeting.

Zelenskyy said the United States should convey ideas supported by Ukraine and its European partners to Russia. He raised the possibility of a meeting among the leaders of Ukraine, Russia and the United States to address issues requiring their decisions.

Witkoff attended the Oct. 20 Oslo talks in person, while fellow U.S. envoy Jared Kushner joined remotely. Støre and Finnish President Alexander Stubb also met with Zelenskyy. Støre said the discussions covered Ukraine’s security, territory, sanctions, European security and a prosperity plan after the war. Norway said Ukraine had requested the U.S. envoys’ participation.

Ukraine’s presidency said Witkoff would inform Ukrainian officials about the results of his Russian contacts. The planned visit follows EconoTimes’ earlier coverage of the Russia talks.
