Shaun is an engineer by background and spent the first half of his career in service improvement and transformation roles across manufacturing (Airbus) and consultancy (Cranfield University and PA Consulting). In 2006 he joined Guys and St Thomas’ to transfer the service improvement and transformation methodologies from manufacturing to the NHS. Since 2009 he has led on city-wide transformation programmes in London, examples include:
• Between 2015 and 2020, Shaun was the Director of Healthy London Partnership (HLP). He established HLP in 2015 to support London become the healthiest global city. The work of HLP included; development of the London devolution agreement with national government; engaged over 120,000 Londoners and NHS staff in the Great Weight Debate; supported the comprehensive roll-out of NHS e-referral and patient on-line direct GP booking; developed Good Thinking a digital mental wellbeing service (supported over 100k Londoners to tackle anxiety, stress and depression); delivering ThriveLDN, a Mayoral led social movement, to de-stigmatise and improve mental health; trained 1500 GP practice staff and distributed 60,000 right to access cards for London’s homeless population.
• Programme Director – London Health Commission (secondment to the Greater London Authority). The London Health Commission was an independent inquiry established in September 2013 by the Mayor of London to examine how London’s health and healthcare can be improved.
• Director – Office of the Trust Special Administrator (South London Healthcare NHS Trust). In July 2012, the Secretary of State for Health placed South London Healthcare NHS Trust in the Unsustainable NHS Providers Regime (UPR). Worked with the government appointed Trust Special Administrator (TSA) to lead the programme and make recommendations to ensure high-quality sustainable services in south east London.
• A review of the quality and safety of acute emergency services across London. Developed a change model based on clinical expert and stakeholder panels, researched evidence and developed service standards, implemented through contractual and peer review. This work led to being invited by the Deputy Prime Minister of Western Australia (WA) to join a UK expert team to review WA provision and make recommendations to health ministers.
• Led a team working with around 50 clinicians to review Cancer services in London. This policy research resulted in the publication of a case for change and proposed model of care of integrated provider systems – a forerunner to the current Integrated Care Systems.
• The design and implementation of the new service model of Major Trauma Centres and Networks across London. The service model was implemented in late 2010. The changes resulted in 58 lives saved in the first year of operation and the model being rolled out across the country.
