To be more precise, the commander can see a few seconds into the future, which is enough for him to predict the Straw Hat Pirate captain’s moves. Unlike the case when Luffy fought the gods in Skypiea, it isn’t his mind being read; it’s his eventual actions. This is why he can’t simply randomize his punches and hope for the best. This becomes clear in “One Piece” Episode 852.
