Despite Democrats’ U.S. midterm victory, former EU foreign policy chief Josep Borrell said President Donald Trump still holds veto powers, a concern for Europe’s relationship with Washington.

Borrell made the comments in an interview published Nov. 6 by France 24’s Talking Europe. He led the EU’s foreign policy work for five years, served as Spain’s foreign minister and now heads the Barcelona Centre for International Affairs (CIDOB).

Borrell called Trump “a very dangerous person for the world.” He also criticized Europe’s approach to the United States, describing it as a “game of submission.”

On Ukraine, Borrell said European governments had effectively borne the expense in practice and questioned whether U.S. funding would improve.

He called the Republican losses “encouraging for the left” as elections approach in France and Spain. Borrell said the political payoff from Prime Minister Pedro Sanchez’s snap election call for Nov. 29 was still uncertain. Spain could also see a far-right party enter government, a development Borrell said would be unprecedented since Francisco Franco died in 1975.
