FOLSOM, Calif., Aug. 29, 2017 -- Visionary Integration Professionals (VIP) has been awarded a multi-million-dollar software and services contract to provide a statewide Appeals Case Management System (ACMS) to support the California Department of Social Services (CDSS) State Hearings Division (SHD). This commercial-off-the-shelf (COTS) solution will improve operations for the SHD Administrative Law Judges and support staff in Sacramento and the three Regional Offices located throughout the State. The ACMS will provide a single case management solution that consolidates 22 individual applications currently in use. The goal of the ACMS is to modernize functionality for intake, scheduling, reporting, hearing, decision writing, and decision dissemination and to improve due process for individuals who wish to appeal administrative decisions pertaining to eligibility and benefit awards from public assistance programs.
The ACMS will expedite the federally-mandated appeal process that touches several of the State’s largest Health and Human Services programs, saving the State time and money. VIP is the prime contractor providing leadership, system integration, and technology implementation services while following a structured Agile/Rapid Application Design (RAD) lifecycle that provides a user-focused delivery model.
For this project, VIP is teamed with MicroPact to implement the company’s entellitrak®-based Appeals Case Management COTS solution. MicroPact is the global leader in Data-First™ case management and business process management (BPM) software.
“The ACMS will be an integrated, web-based application that will manage all aspects of the State Hearings Division appeals process,” says Manuel Romero, Deputy Director of the State Hearings Division for the California Department of Social Services. “It will provide role-based access to public benefits recipients, State staff, and internal and external stakeholders including County appeal staff and authorized representatives. It is a flexible and configurable solution that will allow State staff to maintain and adjust functionality to meet ever-changing business needs.”
“The Department is currently using 22 independent applications with some of them nearly a half-century old dating back to the 1970’s,” said Jonna Ward, Chief Executive Officer (CEO) of VIP. “We are excited to help the State Hearing Division streamline California’s appeal process for social service functions using an industry proven COTS product. With this solution, CDSS will serve as the benchmark for other Public Sector customers looking to modernize their appeals operations.”
