France 24 reported that crime and basic services are among voter concerns ahead of South Africa’s Nov. 4 municipal elections, which involve 29 million registered voters.

The broadcaster said dissatisfaction with basic services has angered voters and weakened support for the ruling African National Congress (ANC). It described water shortages and unreliable electricity as symbols of municipal failures.

France 24 said the Nov. 4 election will provide a limited indication of whether frustration over local conditions is changing political loyalties.
