Enugu and Ebonyi are advancing livestock facilities in southeastern Nigeria, with Enugu officials saying the state's center is intended to address farmer-herder clashes as Ebonyi advances procurement for a separate hub.
The Federal Ministry of Livestock Development said the livestock minister broke ground on Enugu's center in Ubahu-Nkanu East Local Government Area on Dec. 2, 2025. The facility is designed to begin with capacity for 15,000 cattle. The ministry presented it as a move away from open grazing toward coordinated livestock production and processing.
Enugu's Ministry of Works reported that an inspection team assessed active construction at the site on Sept. 28, 2026. Patrick Ubru, the state's commissioner for agriculture and agro-industrialisation, told the News Agency of Nigeria (NAN) that the center is intended to address persistent clashes between farmers and herders. He said planned services include meat processing, irrigated pasture and veterinary care.
The Ebonyi State Ministry of Agriculture and Natural Resources issued a request for expressions of interest on Aug. 7, 2026, seeking a consultant to oversee civil works at its livestock value-chain hub in Ezzambgo, Ohaukwu Local Government Area. The notice identifies the World Bank-supported Livestock Productivity and Resilience Support Project (L-PRES) as the source of project financing.
Victor Nwite, Ebonyi's L-PRES project coordinator, told NAN the planned hub would serve cattle, sheep, goats, pigs and micro-livestock. He also said the state had provided ₦150 million in counterpart funding.
NAN reported that the Enugu chairman of the All Farmers Association said the center could help prevent cattle from damaging crops. A representative of an Ebonyi cattle dealers' association said dealers had heard about the proposed hub and urged the state to complete it.
The World Bank sets L-PRES's national financing envelope at $500 million and lists productivity, commercialization and resilience among the program's goals. Conflict prevention and mitigation is also a program component. The project's planned closing date is March 31, 2028.
