France’s household-confidence index fell to 80 in October, its weakest reading since June 2013, as Scotiabank analysts cited the data and French bond underperformance among pressures on the euro.

France’s National Institute of Statistics and Economic Studies (INSEE) said the index was five points below September’s revised reading of 85 and remained under its long-term average of 100. INSEE calculates that average using data from January 1987 through December 2025. The October survey covered about 2,000 households by phone, with responses collected from Sept. 25 to Oct. 19.

The agency recorded a nine-point drop in households’ expectations for their personal finances, to -24. Their assessment of past personal finances fell six points to -32. INSEE’s October release also revised September’s index to 85, down from the 86 reported in its September release.

FXStreet reported Oct. 27 that Scotiabank strategists Shaun Osborne and Eric Theoret viewed the euro-dollar pair’s move below 1.1175 as bringing its mid-October low of 1.1113 into focus. The levels are the strategists’ market analysis, as relayed in the FXStreet report.

Osborne and Theoret put Scotiabank’s EUR/USD fair-value estimate at 1.1321 and identified resistance near 1.1275. They said a sustained fall below the low 1.11 area could form a double-top pattern, with a possible move toward the mid-1.09s. They cited French bond underperformance and weak household-confidence data as factors weighing on the euro.

A separate EconoTimes assessment of the euro-dollar pair, published Oct. 26, cited Sucden Financial’s view that $1.1190 was immediate support, a different technical level from Scotiabank’s 1.1113 reference.

INSEE scheduled its next household-confidence release for Nov. 25 at 2:45 a.m. ET (07:45 UTC).
