U.K.-based Fodere Critical Minerals Limited said its board elected Jeffry N. Quinn, its chairman, as chief executive on Oct. 16 as it develops a Mississippi pre-commercial plant designed to process seven tons a day.
Fodere says the planned facility will let it assess how its mineral-recovery process performs at plant scale, fine-tune operations and compile data for possible expansion. The company presents the site as a step from pilot work toward commercial deployment. It says recovering minerals from discarded materials could contribute to more secure critical-mineral supplies.
The technology targets titanium, vanadium and other critical minerals in industrial waste and less conventional inputs. Fodere said founders Nicholas Cella, John Omitogun and Daniel Cousins tested the process in lab work, bench-scale studies and pilot runs using material from four continents. The company says the process design for the prototype plant is complete.
Fodere cited Quinn’s 40 years of experience in global chemicals and mining. His previous roles included chairman and CEO at Tronox and Solutia Inc., along with general counsel work for three Fortune 500 companies, the company said.
Co-founder Nicholas Cella said Fodere was “establishing a global platform” around its technology. The company’s Oct. 16 announcement did not report recovery or performance results for the planned plant. Fodere’s plant page specifies no construction or commissioning date.
Jangada Mines, which reported a 7.8% interest in Fodere in a Sept. 3, 2026, update, said Fodere had signed a memorandum of understanding covering potential feedstock from Tronox’s Hamilton site.
The same update set an end-of-October 2026 target for a proposed $10 million to $15 million pre-IPO financing, ahead of a possible U.S. listing in the first half of 2027. Jangada described the financing and listing as potential liquidity events for its Fodere investment. Its update called Quinn “U.S. Chairman and CEO”; Fodere’s Oct. 16 announcement said he would remain chairman but did not update the financing or listing plans.
