Russian users face differing exchange restrictions as HTX lists Russia among barred jurisdictions, MEXC plans an exit, and Bitget notices set deadlines for some customers, affecting account access and withdrawals.

HTX’s current Platform User Agreement includes Russia on its list of places where service is barred. It allows the exchange to cut product access, pause withdrawals or close accounts. RBC’s review says the rule covers residents and visitors in listed locations, as well as companies incorporated there or with their main operations there. The agreement gives no Russia-specific start date or public schedule for affected accounts.

On Tuesday, Oct. 20, MEXC announced that it plans to discontinue services for customers in Russia and Belarus, citing global compliance efforts. It says affected users will receive individual instructions and timelines. Customers who do not receive a direct notice can continue using MEXC under its terms. EconoTimes previously covered MEXC’s planned service exit for notified customers.

Bitget’s Terms of Use name Russia, Belarus and Kazakhstan as prohibited jurisdictions. Interfax reported that notices to some Bitget customers gave them until 3 a.m. ET (07:00 UTC; 10 a.m. Moscow time) Sunday, Oct. 18, to stop new trades, orders and subscriptions. The notices also set 3 a.m. ET (07:00 UTC; 10 a.m. Moscow time) Wednesday, Oct. 21, for closing positions and withdrawing assets. Those dates came from notices to some customers; Interfax did not report that all Bitget users faced the same cutoffs.

Separately, the EU Council’s July 23 decision lists HTX (HUOBI GLOBAL SA) among entities covered by Russia-related measures that took effect Aug. 23. The European Commission said the package introduced restrictions on crypto services and platforms. HTX’s agreement does not explain why Russia appears on its list.

HTX has not disclosed how many accounts its Russia restriction affects or issued a public cutoff date. MEXC says customers covered by its plan will receive their timing individually.
