The first 10 companies in Ho Chi Minh City’s international financial center are projected to mobilize and invest about $2.7 billion through 2027, Thanh Niên and Đại Đoàn Kết reported Oct. 28. The reports put their combined registered charter capital and capital committed for contribution at $33.63 million, a separate measure from the larger projection. They do not describe the $2.7 billion as money already raised or invested.
Thanh Niên described the 10 members as holding companies: EQuest Capital, Son Kim Capital IFC, VinaCapital International Partners, Saigon Marina IFC, Gemadept Holdings, Rovela Pay, REE Energy Finance, the Vietnam IFC Commodities Exchange, AG&P Holding Vietnam and Keppel Asset Management (Vietnam).
Plans reported by Thanh Niên include about $816 million for Saigon Marina IFC’s technology and physical infrastructure. AG&P Holding Vietnam’s liquefied natural gas, power and data center projects carry a projection of about $425 million, while EQuest Capital’s education infrastructure plan is about $325 million. Son Kim Capital IFC plans about $275 million for infrastructure, and REE Energy Finance plans about $200 million for renewable energy.
Keppel Asset Management (Vietnam) is studying co-investment platforms with global partners that could mobilize up to $1 billion, mainly from third-party capital. Reuters reported that the amount could be additional to the $2.7 billion projection; Vietnamese reports did not say whether it was included in that total.
National Assembly Resolution 222/2025/QH15 established a unified framework for financial centers in Ho Chi Minh City and Da Nang and took effect Sept. 1, 2025. The government says the model is intended to connect Vietnam with global financial markets and support economic growth. VIFC-HCMC began its initial operational phase on Feb. 11, 2026.
VIFC-HCMC CEO Richard D. McClellan has said businesses seeking international capital need clearer governance practices and communication suited to global finance and commerce. The center published his remarks in an Oct. 21 account of comments made Oct. 13.
VIFC-HCMC plans to complete rules and procedures for admitting investment funds in November 2026, Thanh Niên reported.
