Warnings of further strikes remained in place for several hours.
Al Jazeera reported that, in a nightly video message before the strike, Ukrainian President Volodymyr Zelenskyy warned Russia was preparing to hit energy targets, bridges and other infrastructure.

He identified officials from four national governments—the United States, United Kingdom, France and Germany—alongside the European Union, World Bank and BlackRock.
Ukraine’s State Emergency Service reported one death and 22 injuries in the Oct. 22 attack on Kyiv. The Kyiv City Military Administration later counted 24 injured, including 16 hospitalized.
