German Chancellor Friedrich Merz called for a diplomatic settlement to the Iran conflict in Seoul on Friday as the Wall Street Journal reported preparations for possible U.S. action after the Nov. 3 midterm elections.

Merz urged the parties to seek a diplomatic settlement. “This conflict cannot be resolved by military means,” Merz said, according to Anadolu Agency. Anadolu also reported that Merz stressed Germany’s economic interest in ending the hostilities.

The Journal reported Tuesday that Washington had urged several Gulf Arab governments to prepare for possible military action against Iran after the U.S. midterm elections. Citing people briefed on the discussions, the paper characterized a potential campaign as brief and intense.

The U.S. midterm elections are scheduled for Nov. 3.
