Norway said U.S. special envoy Jared Kushner would join Tuesday’s Ukraine talks remotely while fellow envoy Steve Witkoff would attend in Oslo, clarifying arrangements after Reuters reported that both men were expected to travel.

Ukrainian President Volodymyr Zelenskyy, Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre are also scheduled to participate. Zelenskyy asked Norway and Finland to organize the meeting, and Ukraine requested the U.S. envoys’ involvement, Norway’s Office of the Prime Minister said.

Reuters’ earlier report cited three people familiar with the plans and said the schedule could change. The talks follow earlier plans for Witkoff to meet Zelenskyy in Oslo.

On Oct. 18, Zelenskyy and the U.S. envoys discussed the results of a meeting between Ukrainian and U.S. teams in Florida, the Ukrainian president’s office said. Zelenskyy noted that further diplomatic steps were being prepared. Separately, his office said Ukraine was keeping partners informed about Russian strikes and its air defense needs.

Norway said Zelenskyy, Stubb and Støre plan to hold a joint news conference after the talks.
