UAE-based investors are expected to anchor the effort. OpenAI has $11 billion secured against a $20 billion goal, while the initial close is expected to fall short of that goal.

The current target is $10 billion below an earlier $30 billion plan. The first close is expected to bring in less than the full goal. OpenAI may later invite wealthy individuals to participate, potentially bringing cumulative proceeds closer to the $20 billion goal.

The $20 billion figure is a fundraising target, not completed proceeds. The Financial Times reported a proposed plan to seek that amount at a $1.25 trillion valuation, covered in EconoTimes' earlier report on the proposed financing.

The proposed effort is separate from a financing OpenAI said it completed March 31. The company said that round drew $122 billion in investor commitments and had an $852 billion post-money valuation. Those figures describe the completed round, while $20 billion is the goal for the current effort.
