Final figures from Uttar Pradesh’s Oct. 23 Legislative Council election show turnout topped 50% in every teachers’ constituency, while each graduates’ seat recorded less than 50% in the vote for 11 council seats.

The Election Commission of India (ECI) scheduled the biennial poll for Oct. 23 and counting for Oct. 27. Six seats represent teachers and five represent graduates. Uttar Pradesh’s Chief Electoral Officer (CEO) issued the final constituency totals on Oct. 24.

Constituency Turnout
Graduates
Lucknow 39.83%
Meerut 35.81%
Agra 49.75%
Varanasi 41.11%
Allahabad-Jhansi 41.40%
Teachers
Lucknow 52.19%
Meerut 57.64%
Agra 59.82%
Varanasi 69.87%
Bareilly-Moradabad 73.69%
Gorakhpur-Faizabad 79.32%

Gorakhpur-Faizabad teachers’ constituency led at 79.32%, while Meerut graduates had the lowest rate at 35.81%. Agra was the strongest graduates’ constituency at 49.75%, and Lucknow was the lowest among teachers at 52.19%.

An earlier account from The Times of India put statewide turnout at 55.24%. It listed preliminary Lucknow rates of 50.92% for teachers and 38.02% for graduates; the CEO’s final figures were 52.19% and 39.83%, respectively.

Hindustan Times reported a separate historical comparison for Lucknow district: teachers’ turnout was 62.52% in 2014, 58.99% in 2020 and 44.89% in 2026. For district graduates, the outlet reported 35.65%, 36.74% and 35.82% in those years. Those district statistics cover a different area from the constituency totals in the CEO’s table.

The CEO’s Oct. 24 release said Agra’s teachers’ returning officer recommended repolling at three locations, one each in Kheragarh, Saiyan and Fatehabad. The recommendation was sent to the ECI, which had not announced a decision by Oct. 24.

Hindustan Times described the result as a possible source of momentum for the Bharatiya Janata Party (BJP) and Samajwadi Party (SP) before Uttar Pradesh’s 2027 Assembly election. That was the outlet’s political assessment. Counting for the 11 seats is scheduled for Oct. 27.
