Peter will have to make a very important decision in “The Promised Neverland” chapter 173. But After hearing of Emma’s proposal, the head of the Ratri clan will likely agree to it but only because it’s the most convenient thing for him to do at the moment.

Never in his life did Peter imagine that he would be as helpless as he is in his current situation. Cut off from his forces, Grace Field House became his prison. And the worst part is that he is surrounded by all of his enemies.
Losing all hope of living, Peter decided that he will destroy Emma’s plan even if he dies in the process. Thus, when Emma and the rest approached him, he pretended to be harmless and looked pitiful, asking them not to kill him. But deep inside, he planned to kill Emma at all cost, even if it meant dying in the process.
But what Emma said next was totally unexpected to Peter. “We don’t intend to kill you,” Emma said. We came here to talk to you.”
Peter was having a hard time digesting what Emma was saying. “Inviolable noninterference,” she finally explained her proposal. Emma promised not to retaliate or attack the Ratri Clan. In return, she demanded that Peter approve their freedom.
“We all want to go to the human world,” Emma said. “We want you to approve and not get in the way, to leave us alone.”
While Peter was trying to maintain his outward pitiful look, he was sneering inside. He felt Emma that is an idiot, someone to be so naïve to believe that her deal could work out.
Apparently, the group had a hard time coming up with this decision. Most of them wanted to retaliate against the Ratri clan, against Peter personally. They hate him for what he did to their friends, a hatred that’s so deep-seated that they just can’t bring themselves to even think about forgiveness.
But eventually, cooler heads prevailed. They all realized that they just wanted to be able to smile and be free. Thus, Emma proposed to Peter end the 1,000 years of suffering and just live together.

With Emma having said what she wanted to say, the ball is now in Peter Ratri’s court. The decision he makes will set the tone for “The Promised Neverland” chapter 173 and succeeding chapters.
However, there’s a good chance that he will most likely agree to Emma’s proposal. The reason is simple, it’s the only choice he has to stay alive. If he offends Emma’s group, they just might end his life.
Of course, Emma will have no way of knowing if Peter will be saying the truth. There’s a chance that he might stick to his word and declare them free. Of course, there is also a chance that he’ll renege on the deal once he is out.
