The Treasury Department’s Office of Foreign Assets Control (OFAC) added Russia-based Alisher Domullodzhanov on Nov. 4 and amended two other entries in an action over alleged air-defense procurement for Iran.

The State Department named Armory Alliance CEO Mohammed Ali Tolibov, Nigeria-based Vanguard Tactical Supply Limited and Domullodzhanov. Tolibov leads the Belarus-based company, while Domullodzhanov is based in Russia.

The department alleged the network pursued Chinese-made man-portable air-defense systems (MANPADS) for Iran and used false end-user identities to obscure the weapons’ intended recipients.

OFAC guidance says property and interests in property of blocked persons within the United States or in the possession or control of U.S. persons must be blocked. U.S. persons generally may not transact with blocked persons or property unless OFAC authorizes the transaction or an exemption applies.
