The UK Cabinet Office and HM Treasury published a procurement action plan Monday, Nov. 2, covering 2025-28 and setting targets and measures to widen small firms’ access to government purchasing.

The plan establishes benchmarks for procurement spending with small and medium-sized enterprises (SMEs) and lists measures intended to bring more of them into the process and increase spending with those businesses. Its stated period runs from April 2025 through March 2028, beginning more than a year before the document was published.

The government says the plan is intended to make public-sector purchasing more accessible to SMEs while easing costs and other obstacles to participation.
