The U.K. formally amended its National Policy Statement for Ports on Oct. 15, setting the investment policy for ports in England and reserved trust ports in Wales.

Keir Mather MP said the change was made under Section 6(9) of the Planning Act 2008, after the 21-sitting-day period for Parliament to oppose the revision ended without a resolution. Mather's statement says he submitted the revised text to the House of Commons on July 6.

The statement names Milford Haven as the current Welsh example. The Department for Transport said the updated policy is intended to encourage investment that responds to customer requirements, contributes to national resilience and accounts for environmental concerns. It said port operators have adapted as market conditions changed and financed much of their investment without public funding.
