Britain's Treasury on Wednesday set out an agenda for innovative firms spanning research, regulation, procurement, tax support for entrepreneurs and growth finance to help high-growth businesses expand.

HM Treasury published the “Entrepreneurship in the UK: Start. Scale. Stay” prospectus on Wednesday, Oct. 28, 2026. It names founders, employees and investors involved in developing high-growth businesses in Britain as people the support is meant to reach.

The plan aims to ease companies' growth by helping them connect with talent, customers and capital. Separate measures are intended to reinforce the UK's innovation ecosystem and support businesses competing in overseas markets.

Research and commercialization appear alongside measures on regulation and procurement. Other subjects include tax support for entrepreneurs, growth capital and better coordination among programs serving high-growth businesses.

The prospectus follows the government's 2025 entrepreneurship plan. It addresses the path from business formation through expansion and continued operations in the UK.
