The XRP Ledger is considering a rule to block delegated payments that cross a zero token balance and create tokens, unless the delegate has minting permission, clarifying the limits of burn authority.
The fixCleanup3_4_0 amendment would prevent a delegate with only PaymentBurn from making such a payment. XRPL’s known-amendments documentation says a delegate would be permitted to do so if it also held PaymentMint.
XRPL’s permission-delegation guidance says the current setup can, in some cases, let a delegate with PaymentBurn create fungible trust-line tokens or Multi-Purpose Tokens (MPTs). The guidance covers those token types without naming a particular stablecoin or issuer. It advises developers against granting PaymentBurn before the amendment is active, limiting use of that delegated permission in the meantime.
XRPL Dashboard’s signed snapshot, assembled at 02:00:05 UTC Nov. 2, recorded 33 votes in favor out of 35 validators and listed 29 votes as needed. It marked the amendment as not enabled.
The ledger’s rules set two conditions for activation: support must exceed four-fifths of trusted validators, and it must remain above that level for two weeks. A tally of 80% or less restarts the waiting period.
XRPL announced xrpld version 3.4.0 on Sept. 16 with the amendment in an amendment-gated bundle. The software release did not activate the change. XRPLWin lists Nov. 4 at 14:46:22 UTC as the earliest projected activation, conditional on support holding.
