According to the most recent records from the State Department, there were 5,370 international adoptions in 2016 down from 22,900 in 2004. The Economist identifies a decline from 90,000 babies adopted domestically in 1971 to 18,000 in 2014, the most recent numbers available. Adoptions out of foster care remain steady at 50,000 per year out of about 450,000 children accounting for a mere 11% of foster children adopted.
