Following the Oct. 29 hot-wallet breach, eligible Binance users can again withdraw U.S. dollars by bank transfer. Some cryptocurrency withdrawals remain suspended.

The cryptocurrency restart remains partial. Binance said it has reopened 15 initial crypto network groups, but some token withdrawals are still suspended. The return of those groups does not mean every token is available for withdrawal.

Access to the U.S. dollar bank-transfer route depends on a user's country and VIP level. It requires identity and BPay verification, and some cases also require bank review.

Binance had aimed to begin restoring withdrawals in stages on Nov. 1, subject to security checks. The exchange estimated that the Oct. 29 hot-wallet breach caused a $6.3 billion loss. It pledged to cover the estimated loss through its Secure Asset Fund for Users (SAFU) and corporate funds, saying customers would not bear the financial impact.

Binance set Nov. 2 as its target for proof-of-reserves results.
