ROCKVILLE, Md. , Feb. 05, 2018 -- Dinocrates today announced the company expanded its management team to account for its rapid growth providing strategy and technology advisory services to organizations throughout the private and public sectors. The company hired Bill Maguire as the new chief information officer (CIO), and Jim St. Clair as chief technology officer (CTO).

Maguire and St. Clair provide deep technology expertise from their expansive careers working with organizations ranging from Virgin Atlantic to the U.S. Postal System.
Bill Maguire, CIO
As CIO, Maguire is responsible for working with Dinocrates leadership on all aspects of the firm’s technology platform and capabilities, including internal support and client-facing technology service offerings. He leads the firm’s information technology group and works to maximize existing and future technology investments. He is also leading the firm’s CIO Advisory Services and Cyber SWAT Team.
Mr. Maguire is a technology and business visionary with executive and hands-on experience introducing and maintaining information technology systems and services. He has a strong record of success creating high-performing and highly-valued IT teams and formulating robust IT architectures and infrastructures. During his more than 30 years of experience, he managed some of the largest and most complex technology environments in the country. Maguire is a proven expert in: IT architecture and integration; cyber security and risk management; big data and data analytics; and strategic analysis.
Prior to joining Dinocrates, Maguire served as CIO advisor for ClearEdge Power, chief operating officer (COO) and CTO of Intellidyne, CIO of Aerient, CIO of San Jose State University, CIO of Virgin America, CIO of Aspect Communications, CIO of Legato Systems, and general manager of computer operations for the U.S. Postal Service.
Jim St. Clair, CTO
As CTO, St. Clair leads the company’s technology solutions and develops Dinocrates’ technical strategy, including goal-setting, options, risk analysis and alignment with Dinocrates’ customer business objectives. St. Clair leads the Dinocrates transformation technology initiatives related to blockchain and robotic process automation (RPA), and he addresses ongoing challenges in security and compliance, including for the internet of things (IoT), General Data Protection Regulation (GDPR) and the NIST Cybersecurity Framework.
St. Clair has over 20 years of experience in technology, innovation and compliance. He has worked with several large and small advisory firms and system integrators, providing IT governance, security, architecture, project management and managed services. He also served 10 years in the U.S. Navy, serving in various capacities along the East Coast and in Washington, DC. During this time, he served in several federal working groups in technology and national security.
Given the dramatic changes in technology and healthcare delivery, St. Clair founded the Institute for Healthcare Financial Technology (HealthFinTech), which is dedicated to improving the healthcare value chain to reduce costs and streamline access and delivery of healthcare. HealthFinTech builds on the innovations of financial, insurance and healthcare technology, especially in areas such as blockchain and distributed ledgers.
Prior to Dinocrates, St. Clair was the director of business development at Veratics, Inc. and an executive consultant for CGI.
