Reports and references to this mammoth project can be traced back to 2014. With that much time that has lapsed along with the release of a teaser trailer this year, speculations arise that it could be released by next year.

People working on “Elder Scrolls: Skyblivion” has told fans that completing the project by 2020 is “technically possible.” However, it does not necessarily mean that it is certainly coming out next year.
Developer who goes by the username SkyblivionDee on Reddit explained that fans often forget to listen to their complete answer when asked about the “Elder Scrolls: Skyblivion” release date. The fact is a 2020 launch is still not set in stone. While the fans working on the game are promising the same quality as an actual video game studio, they wanted to remind gamers that they are not full-time developers and coders.
“This is a volunteer project that doesn't run at the speed of a real game studio,” the “Elder Scrolls: Skyblivion” developer reiterated. Additionally, the SkyblivionDee reminded people that issues could arise along with the development of the game that can, later on, affect their work timeframe.
“Something as important as quests is moving at a slower pace than departments like landscaping and 3D,” SkyblivionDee added. Overall, the developer asked fans to trust them that once they have a definitive release date for “Elder Scrolls: Skyblivion” they will be hearing it from them officially and not through random online rumors.

SkyblivionDee also took the time to provide small updates about various aspects of the “Elder Scrolls: Skyblivion” development. Overall, they still have many things to do and complete for designing creatures, weapons, and armors. They have yet to design the world map’s interior while other areas need more time to polish.
The main quest for “Elder Scrolls: Skyblivion” is still not done. And to further give fans an idea just how much work they still have on their hands, the developer said they had not done any “Oblivion” realms yet.
