Local planning, minerals and waste authorities in England that meet two conditions can submit legacy-system local plans for examination by March 31, 2027, under an extension announced by the government.

To qualify, an authority must have reached the Regulation 19 consultation stage by Dec. 31, 2026, and must not be facing formal intervention on its local plan.

Matthew Pennycook, the minister of state for housing and planning, set out the change in a letter to local planning, minerals and waste authorities. The Ministry of Housing, Communities and Local Government published the letter Oct. 23.
