ATLANTA, Jan. 18, 2017 -- Federal Home Loan Bank of Atlanta (FHLBank Atlanta) today announced the results of the election for an independent director, chairman, and vice chairman of the board of directors.
John B. Rucker
FHLBank Atlanta board members elected John B. Rucker, managing director of Stifel, Nicolaus & Company, Incorporated (Stifel) in Montgomery, Alabama, to fill the independent directorship vacancy on FHLBank Atlanta’s board of directors, effective January 1, 2017. The term will expire on December 31, 2019.
Mr. Rucker is a founding partner of Merchant Capital, L.L.C, which merged with Stifel in 2015, and has been an investment banker since 1977. Mr. Rucker manages Stifel’s affordable housing business and has a very active national practice. Mr. Rucker has been a member of Fannie Mae’s Southeast Regional Housing Advisory Council and Fannie Mae’s National Housing Impact Advisory Council. He also serves on the board of directors of the National Housing & Rehabilitation Association. Prior to his election to the Bank’s board of directors, Mr. Rucker served as Chairman of the Bank’s Affordable Housing Advisory Council.
F. Gary Garczynski, Chairman
FHLBank Atlanta board members re-elected F. Gary Garczynski, president of National Capital Land and Development, Inc., in Woodbridge, Virginia, to a two-year term as chairman of FHLBank Atlanta’s board of directors. Mr. Garczynski served as chairman of the National Housing Endowment from 2004 to 2010 and continues to serve on its executive committee. He previously served as the 2002 president of the National Association of Home Builders (NAHB). Mr. Garczynski serves as a Senior Life Director of NAHB, a Life Director of the Home Builders Association of Virginia, and a Senior Life Director of the Northern Virginia Building Industry Association. He also is a member of the Prince William County, Virginia, Affordable Housing Task Force and a three-term appointee to the Virginia Housing Commission. Additionally, Mr. Garczynski serves a gubernatorial appointment through 2018 to the Commonwealth Transportation Board and currently serves as vice chairman.
Mr. Garczynski has been a director of FHLBank Atlanta since 2007. During his tenure, Mr. Garczynski has served as chair of the Governance and Compensation Committee, and as a member of the Enterprise Risk and Operations, Executive, Finance, and Housing and Community Investment Committees of the board. He also led the Housing Finance Reform Task Force. He has served as chairman of the board since 2015.
Richard A. Whaley, Vice Chairman
FHLBank Atlanta board members re-elected Richard A. Whaley, president, chief executive officer, and director of Citizens Bank of Americus in Americus, Georgia, to a two-year term as vice chairman of FHLBank Atlanta’s board of directors. From 1989 to 2001, Mr. Whaley served as market manager and commercial lender for Wachovia Bank.
Mr. Whaley served as chairman of the Georgia Bankers Association from October 2010 to June 2012 and as chairman of the South Georgia Technical College Foundation from 2008 to 2010. He has also served as a director of the Georgia Bankers Association Insurance Trust, Inc., since June 2013 and is a veteran of the U.S. Army.
Mr. Whaley has been a director of FHLBank Atlanta since 2013. During his tenure on the board, Mr. Whaley has served as chair of the Credit and Member Services Committee, and as a member of the Executive, Finance, and Housing and Community Investment Committees of the board. He has served as vice chairman since 2015.
