German Chancellor Friedrich Merz pledged fresh military and energy support for Ukraine during a visit to Kyiv on Sunday, as Russian strikes triggered air raid sirens and explosions across the Ukrainian capital.
Merz met President Volodymyr Zelenskiy and is expected to announce €1 billion ($1.13 billion) in military assistance alongside €350 million for repairs to Ukraine’s damaged energy infrastructure. Germany and Ukraine are also set to finalize an agreement covering the joint production of several types of drones.
The leaders visited the heavily damaged Ukrainian Academy of Sciences building, where at least two people were killed in a Russian drone attack last week.
“Mr Putin, put an end to this senseless war,” Merz said, adding that Germany remains open to negotiations but that attacks on Ukrainian civilians must stop.
Kyiv experienced four air raid alerts Sunday morning, while explosions and air defense activity were reported around the city. Mayor Vitali Klitschko said a Russian strike damaged the Northern Bridge over the Dnipro River, injuring two people and disrupting a hot water supply system.
Russia has increasingly targeted Kyiv’s bridges in an apparent effort to disrupt transport links and logistics routes connecting central and eastern Ukraine.
Merz traveled with Economy Minister Katherina Reiche and representatives from companies including Siemens Energy, Hensoldt, Diehl Defence and Quantum Systems. He is also expected to push Kyiv to advance EU-backed reforms, particularly measures aimed at combating corruption.
Germany and Ukraine are expanding defense cooperation, including plans to produce drones, missiles and related software. Quantum Systems and Ukrainian manufacturer WIY Drones have already established a joint venture focused on the Strila interceptor drone and other air-defense technology.
The countries are also cooperating on weapons capable of striking targets more than 1,000 kilometers away.
Meanwhile, Zelenskiy said Ukraine would intensify attacks on Russian oil refineries in response to Moscow’s escalating strikes on civilian and energy infrastructure.
