Whatever the case may be, it’s clear that this is not just some pointless segue for the story. It’s clear that the author is aiming for something specific by investing in this arc and it is paying off. Fans are already going crazy over Toga’s character development. As to why this is so important, it simply has to do with the league regaining its place as a true threat. Without All-For-One, the group has lost much of its prestige.
