Obviously, the jobs offered mainly include fulfilling and packaging Amazon orders. But since the workers are going on strike in “South Park” season 22 episode 9, it could paralyze the operations leading to many "unfulfilled" orders.
Meanwhile, the episode summary and promo video offer another apparent meaning of the title. Before staging the protests, Amazon presumably has "unfulfilled" promises or compensation for the workers leading to the protests in “South Park” season 22 episode 9.
