Ukraine’s Nov. 1 official updates gave no national outage total, while President Volodymyr Zelenskyy blamed overnight Russian strikes for power loss affecting hundreds of thousands of families.

Ukraine’s Energy Ministry said its morning report found outages in eight regions: Zhytomyr, Donetsk, Zaporizhzhia, Kyiv, Dnipropetrovsk, Sumy, Cherkasy and Kharkiv. It reported nearly 100,000 consumers without power in Dnipropetrovsk region and more than 650 settlements without power in Zhytomyr region.

Zelenskyy said energy infrastructure was targeted in Dnipropetrovsk, Vinnytsia, Zhytomyr and Khmelnytskyi, including substations, transformers and power lines. His list covered locations where he said infrastructure was attacked; the ministry’s list showed where it reported outages.

The ministry described conditions in Kyiv and Dnipropetrovsk regions as especially difficult. It said some facilities were struck again while repairs were nearly complete, requiring crews to restore equipment again. Repair work continued where security allowed.

Zelenskyy also said Russia had launched 1,940 attack drones, more than 1,580 guided aerial bombs and 44 missiles, including 36 ballistic missiles, over the past week. He said Moscow was seeking to exploit Ukraine’s shortage of ballistic-missile interceptors and relying on ballistic missiles over the winter.

He urged Ukraine’s partners to speed up air-defense deliveries. “But these deliveries cannot take years,” Zelenskyy said.
