The Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey Civil Engineering lacks adequate archival capabilities for artifacts and associated records. They currently are seeking a Woman-Owned Small Business (WOSB) to fulfill a federal contract to provide this service. The deadline for a WOSB to submit an offer is March 1, 2018.
The base’s collection is currently estimated at forty-five archival storage boxes, but they also estimate that the collection could increase by ten boxes per year. In addition, the collection contains thirty cubic feet of oversized items. This amount of work will translate into a minimum one-year contract, with four options to extend an additional year. The base will exercise options based on their need and the contractor’s performance.
The contractor will be responsible for inventory, labeling, cataloging, storing and maintaining artifacts and associated documents. Storage of the artifacts is a key component of the requirement. The site must comply with federal regulations for government owned property. Storage facilities in the northeastern United States are preferred.
Offers must contain both a technical quote and price quote. The technical quote must prove the business's capability to deliver on all the solicitation requirements. The contracting officer will choose a contractor based on the lowest price technically acceptable by a capable, eligible business.
