TAV Airports is continuing a €315 million investment program at Almaty International Airport as growing passenger traffic drives plans to expand and modernize the Kazakhstan hub through 2027.
Together, TAV’s finished first phase and work now underway represent €572 million in investment, the company said. That total includes the current program; it does not mean the full amount has already been spent.
A separate $670 million financing package arranged by Bank of America will support further airport development, the Eurasian Development Bank said in a Sept. 29 announcement. The bank said it will contribute $100 million.
TAV began operating the airport in 2021. It completed a €257 million first investment phase in 2024 that included new international and VIP terminals. Its second phase covers 2025 through 2027.
The airport handled 11.9 million passengers in 2025, compared with 6 million when TAV took over, according to the company. TAV has linked its investment plans to rising traffic and efforts to improve operations.
The planned work includes modernization of the domestic terminal, airside upgrades, cargo-terminal expansion and aircraft de-icing facilities. The Eurasian Development Bank said the financed work should improve connections between terminals, baggage handling and airside capacity.
TAV and Kazakhstan’s government signed a memorandum of cooperation on airport development in May 2026, during Turkish President Recep Tayyip Erdoğan’s visit to Astana. The Eurasian Development Bank also cited financing it provided for the airport in 2021. TAV’s current investment phase is scheduled to run through 2027.
