President Donald Trump has tied his proposed $5,000 payment for adult U.S. citizens to Republican control of Congress, putting the proposal’s political condition in focus ahead of the midterms.

Trump’s Sept. 9 remarks in Dallas set two terms: recipients would have to be adult U.S. citizens, and the money would have to be spent inside the country. In an Oct. 3 Truth Social post, he said the payment depended on Republicans securing both chambers of Congress.

The White House’s Sept. 10 announcement did not identify a funding source or set a payment date.

An Elon University poll of North Carolina voters found 30% of registered voters said the pledge made them less likely to vote Republican, while 16% said it made them more likely. Another 50% said it would make no difference to their vote. The survey asked how the pledge would affect respondents’ Republican vote in a Senate election.

The 2026 midterm election is scheduled for Nov. 3.
