Pavel Durov, the founder of Telegram, defended the platform after his arrest for failing to prevent the transmission of illicit content. In his first public comments, Durov stated it was a “misguided approach” to hold him personally responsible for the actions of Telegram’s 950 million users.

Pavel Durov, the creator of the online communication tool Telegram, stated on September 5 that it was a "misguided approach" to hold him personally accountable for transmitting illicit content on the platform.
The comments made by Mr. Durov on his Telegram account were his first public statements since he was apprehended at an airport outside of Paris and charged by the French authorities last month for failing to prevent illegal activity on the app. French prosecutors have disclosed that the offenses committed on Telegram included the distribution of child sexual abuse material, fraud, and drug sales.
“No innovator will ever build new tools if they know they can be personally held responsible for potential abuse of those tools,” Mr. Durov wrote. He said “growing pains” on Telegram, which has 950 million users, had made it easy for criminals to abuse the platform.
“That’s why I made it my personal goal to ensure we significantly improve things in this regard,” he said.
Durov's Arrest Sparks Debate Over Free Speech Boundaries as Telegram Faces Scrutiny for Extremism and Crime
In the politically fraught debate regarding the boundaries of free speech on the internet, Mr. Durov's case has emerged as a point of contention. According to the New York Times, Telegram maintains a policy of minimal oversight over its users' communications and actions. The application has facilitated communication and organization among individuals residing under authoritarian administrations. However, it has also become a breeding ground for extremism, disinformation, and other detrimental content.
International law enforcement agencies have scrutinized Telegram for an extended period due to its refusal to cooperate with the authorities. French prosecutors said Telegram's "almost total lack of response" to criminal investigation requests contributed to Mr. Durov's arrest.
“This was a surprise to me,” Mr. Durov said in his Telegram comments.
He stated that Telegram has a legitimate European Union representative with a public email address that can be found through a Google search. He further noted that he is a French citizen and a "frequent guest" at the French Consulate in Dubai, United Arab Emirates, where he currently resides. "He stated that he had personally assisted the French authorities in the establishment of a hotline with Telegram to address the threat of terrorism in France."
Durov Criticizes France's ‘Pre-Smartphone’ Laws, Defends Telegram’s Balance Between Privacy and Security
According to Mr. Durov, France was employing laws from the "pre-smartphone era" to accuse him of offenses committed by Telegram's users. He stated that pursuing legal action against his company rather than him would be more appropriate.
He observed that operating a global communications platform requires a complex equilibrium between security and privacy. He stated that the organization had been prepared to be prohibited in Russia and Iran rather than comply with government demands.
Mr. Durov acknowledged that Telegram is not flawless; however, he rejected the notion that it is an "anarchic paradise." He stated that the platform removes millions of detrimental posts each day.
Mr. Durov stated that the organization would shortly disclose additional modifications to mitigate Telegram's abuse.
“We are driven by the intention to bring good and defend the basic rights of people, particularly in places where these rights are violated,” he said.
