U.S. Special Envoy Steve Witkoff announced Tuesday that security protocols for Ukraine are “largely finished” following extensive discussions with European partners, marking a significant step forward in efforts to end the ongoing conflict between Kyiv and Moscow. Speaking in Paris, Witkoff highlighted that the United States and its allies are approaching the final stages of a comprehensive framework that links Ukraine’s long-term security with economic recovery and prosperity.
According to Witkoff, the proposed agreement represents one of the most robust post-conflict prosperity arrangements ever negotiated. He emphasized that the U.S. is “very close to finishing up as robust a prosperity agreement as any country has ever seen coming out of conflicts,” underscoring Washington’s commitment to ensuring Ukraine’s stability beyond the battlefield. The envoy stressed that economic development is not separate from security, but rather a critical component of it. “We believe that a robust economy correlates and works directly with these security protocols,” he said, pointing to the importance of investment, reconstruction, and sustainable growth in preventing future instability.
Witkoff also confirmed that peace negotiations have made notable progress, including detailed discussions around territorial or land-related options. While no final decisions were announced, he stated that these conversations will continue as part of a broader diplomatic effort to reach a lasting settlement. The talks reflect a growing focus on practical solutions that balance security guarantees, political realities, and economic incentives.
Reaffirming the U.S. role in the peace process, Witkoff made clear that Washington is prepared to remain deeply engaged. “We are prepared to do anything necessary to work with European colleagues,” he said, adding that the ultimate goal is “to get to peace.” His remarks signal strong transatlantic coordination and a shared determination to bring an end to the conflict through diplomacy backed by credible security and economic frameworks.
