In a rare show of bipartisan cooperation, Republican and Democratic lawmakers are rallying behind sweeping legislation designed to address America's growing affordable housing shortage. The Senate voted 84-10 in favor of a compromise version of the bill, with a final passage vote expected shortly after.
Led by Republican Senator Tim Scott of South Carolina and Democratic Senator Elizabeth Warren of Massachusetts, the measure aims to cut through bureaucratic red tape, streamline construction regulations, and modernize standards for factory-built housing. One of its most talked-about provisions would prohibit large institutional investors owning more than 350 single-family homes from purchasing additional properties — a move endorsed by President Donald Trump and aimed at giving individual homebuyers a fairer shot in competitive markets.
The legislation also proposes faster federal environmental reviews for new construction projects, easier conversion of vacant commercial buildings into residential apartments, and expanded financing options for affordable housing developments. Backed by major industry organizations including the National Association of Realtors and the Mortgage Bankers Association, the bill has generated broad momentum across political lines.
The push comes as housing affordability remains one of the most pressing economic concerns for American voters. Home prices have climbed roughly 60% since 2019, and the median single-family home now costs five times the median household income — far beyond what most financial experts consider affordable. Economists estimate the country faces a shortage of approximately 4 million homes, a gap driven by years of underbuilding, pandemic-related supply chain disruptions, and rising mortgage rates.
Despite its widespread support, critics argue the bill falls short of the systemic changes needed. Some industry groups have raised concerns over a provision requiring institutional landlords to sell newly built rental units after seven years of ownership, warning it could ultimately reduce housing supply for low- and middle-income renters.
The House passed its own version by a similarly wide margin, and both chambers must reconcile differences before the bill reaches the President's desk.
