A bipartisan group of U.S. senators introduced a resolution on Tuesday reaffirming strong American support for Ukraine as it continues to defend itself against Russia’s ongoing invasion. The measure was led by Democratic Senator Jeanne Shaheen and Republican Senator Thom Tillis, co-chairs of the Senate NATO Observer Group, and quickly gained at least 26 additional co-sponsors evenly split between Republicans and Democrats. With backing from more than a quarter of the Senate, the resolution signals broad bipartisan commitment to Ukraine at a critical moment in the war.
The announcement came just hours before President Donald Trump’s nationally televised State of the Union address, which coincides with the fourth anniversary of Russia’s full-scale invasion of Ukraine. While the resolution does not carry the force of law, it underscores continued congressional support for the Ukrainian government and sends a clear message that many lawmakers expect sustained U.S. engagement in the conflict.
The resolution emphasizes the importance of NATO unity and calls for strong cooperation among allied nations. It also stresses that any negotiated peace agreement must respect Ukraine’s sovereignty and territorial integrity. Lawmakers made clear that Ukraine must be a central participant in any discussions regarding its future, reinforcing concerns that Kyiv’s interests should not be sidelined during diplomatic efforts.
As Ukrainian President Volodymyr Zelenskiy faces growing pressure to pursue a peace deal, members of Congress from both parties have urged the administration to maintain financial and military assistance already authorized. Senator Shaheen highlighted the need for additional sanctions targeting Russia’s so-called “shadow fleet,” which Moscow has used to bypass restrictions on oil exports and fund its war effort.
The bipartisan resolution reflects ongoing congressional pressure on the White House to maintain firm support for Ukraine and hold the Kremlin accountable as the conflict continues.
